This is actually a modern state quarter, even though it says 1788 that just commemorates an earlier time. The stamp on it is has got nothing to do with anything that the mint did. Sounds like a political statement, somebody counter stamped it at a later point, and when I checked Wikipedia it looks like Virginia is currently democratic, which would make it a blue state. It sounds like novelty, and somebody's political wishes. priceless, in my opinion.

Virginia 1788 .25 cent quarter. This quarter has George Washington’s face imprinted on the front. The back is the most interesting part, the words ‘RED STATE’ are imprinted on the back as seen in the picture.
I am looking for more information about this, if this is a misprint or not. If this is a misprint or of sorts, does it have any higher value to it?
Thank you!
