Post-mint damage is the likliest culprit. I agree the rotation is a little unusual but I don't think it's too noteworthy.

edge is thick and a bit rough. initially I thought it just might be post mint damage but when I look at the tilted zero that confused me as I don't think that would be caused by altering the edges
