If the die had struck again, it would not be reversed, as it clearly is. This is more likely from another coin getting smacked into it. And while that might happen at the mint, it also might happen in someone's basement, and does not make for a desirable error.

Came across this 1978 penny it appears to me (Untrained) that it got stamped by the die again around the date one can clearly see the partial word "United" in reversed or mirror where the die struck it again maybe?
