The eagle is more likely crying than spitting. As for no scratches... this coin is one big scratch, it's heavily worn. Spend ASAP.

1983 quarter, double spitting eagle??? Looks like die clash , definitely not a die crack. Cant find any information or any other examples like it. Not scratches, the lines are raised.
