Seems clearer to me that it lost a fight with a blow torch. Nothing in the minting process should do this.

2005 us quarter looks to have something in the die at time of stamp.
Not sure how to explain what it is. However, very clear that this is how it left the plant. The letters for liberty are somewhat rolled over the imperfection.
