Why do you "know" it's an error? There are a hundred ways someone can gouge holes in a coin after it leaves the mint.

So I came across this quarter today and noticed the 3 imprinted dots on the front side after the R in dollar. I know it's an error but have never seen this before which is why I'm contacting you guys. Hope you can help me out. Thank you.
