Wondering why it’s gold tone
And I can’t find for the life of me any information on it

If no mark then Philadelphia The gold is either toning as the copper in it oxidizes or tarnishes; or it's gold plated by a company that sells them. Either way it's just a quarter, they made many fir the nation's bicentennial.
