I've seen this before, it probably encountered a set of environmental conditions where the inner copper reacted with something more than the outer one, which has a higher composition of nickel.
1965 roosevelt dime. If you look at the ribbed edge there's 3 layers to it. The 2 on the outside appear to be correct because they have the nickel finish and the 1 in the middle appears to be copper and bronze. When you look at the edge parallel to your eye the surface is concave. Got it back in change from a convenience store. Any pertinent information about this would be greatly appreciated.
