My 1974 quarter seems to have meant discrepancies on both sides? The front side / George Washington's face appears to be flaking which may indicate lamination, clad, or restrike. The backside of the coin/ the eagle appears to have been struck off centered. The coins wait is exactly 5.66 g.

It may also indicate a heavily worn coin whose owner hopped on the Internet to do research and is repeating a lot of terms that don't apply.
