For instance, die cuds arise from chips in the die, and lead to raised portions on the coin at the edge where the metal flows up and into the die. Your coin has just the opposite, it's heavily damaged so there are dings and digs that cut down into the surface of the coin. It was centered during its strike, and if it looks otherwise that's from severe mutilation, not any manufacturing issues we can blame on the mint.
If you can get someone to accept it as 25 cents payment, that's the best use for this piece.
