2012 P Dime. Reverse has no flaws. Obverse has the appearance of "shattered glass". Have never seen anything like this before, so naturally curious if this is a mint error. Please advise.

That mottled look is characteristic of environmental damage. It can also happen when coins improperly cleaned with harsh chemicals. I could not, in good faith, charge you for telling you this, the coin does not have a value that warrants it.
