Most likely one was tapped or rolled so the reeding flattened out, which adds no value; and the other was used for target practice. Wondering if the smooth-edged one has a slightly lower diameter, which is what would be expected. It's looking like you have fifty cents here!

One quarter has a hump in the center it’s like it has something inside the middle of the quarter and the other quarter is a good bit thicker than a normal quarter and is not as big around as a normal quarter and it caused it to not finish all the details in the center of the coin and they were printed this way not altered after being made
