I have one 1995 wheat penny, with no mint mark, that has an incomplete “trust” stamp. It has minor discoloration but otherwise in fair condition. Could this be a high-value error coin?

You’re about 40 years off, it’s 1955. On the Sheldon scale, “fair”  is 2 out of 70. You’re not so far off there. As for “minor discoloration,” that’s way too kind. I’d call this a low-value damaged coin. Sorry, with I had better news.
